About NEET PG:

NEET PG (National Eligibility cum Entrance Test for Post-Graduation) is the single entrance exam for admissions to numerous MD (Doctor of Medicine)/ MS (Master in Surgery) and PG Diploma courses in India. NEET PG is conducted annually by the National Board of Examinations (NBE). NEET PG scores are used for taking admissions into post-MBBS DNB courses. NEET PG exam was conducted online i.e. CBT.

NEET is mandatory even for foreign nationals seeking admission in medical courses in India.

Scope of NEET-PG 2020

Scope of NEET-PG 2020:

NEET-PG 2020 shall be the single qualifying cum ranking examination for admission to Postgraduate MD/MS/Diploma Courses for the academic session 2020 which will include the following:

i. All India 50% quota seats (all States & UT ’s)

ii. State quota seats. (including the UT ’s)

iii. All Private Medical Colleges, Institutions & Universities/ Deemed Universities all across the country

iv. Armed Forces Medical Services Institutions.

v. DNB Post MBBS Courses.

The following Medical institutions are not covered by centralized admissions for MD/MS seats through NEET- PG for 2020 session:

i. AIIMS, New Delhi and other AIIMS

ii. PGIMER, Chandigarh

iii. JIPMER, Puducherry

iv. NIMHANS, Bengaluru

v. Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum

NEET PG 2020- Eligibility Criteria

NEET PG 2020 Eligibility Criteria:

A) Candidates having an MBBS degree or Provisional MBBS Pass Certificate which is recognized as per the provisions of the Indian Medical Council Act 1956 can apply.

He/ she should also possess a permanent/ provisional registration certificate of MBBS qualification issued by the Medical Council of India or State Medical Council.

He/ she must have completed one year of internship. Candidate who is likely to complete the internship on or before March 31, 2020 can apply for NEET PG.

Candidates found ineligible at any stage of NEET PG 2020 will not be permitted to take the exam or appear for counseling. Their results or candidature will also be cancelled.

Request for appearing in NEET PG 2020 from candidates will complete their internship after 31st March 2020 or having qualifications that are not recognized will be rejected.

Note: Registration and /or appearance in NEET PG 2020 does not make aspirants eligible for admission at medical institute /college for MD/MS or PG Diploma Courses.

B) Eligibility Criteria for Foreign Medical Graduates:

Indian citizens or overseas citizens of India who have obtained their Primary Medical Qualifications from Medical Colleges outside India should have qualified the Foreign Medical Graduate Examination (Screening Test) which is conducted by National Board of Examinations. Further, they should have been registered with MCI/SMC and should have completed their internship or likely to complete their internship on or before 31st March 2020.

Foreign Medical Graduates are required to bring their FMGE Pass certificate issued by NBE on their testing day.

C) Eligibility Criteria for Foreign Nationals in NEET-PG 2020:

It is not mandatory for foreign nationals to have temporary registration with MCI at the time of writing NEET-PG. Foreign Nationals can write NEET-PG without MCI registration. The Medical Council of India may, on payment of the prescribed fee for registration, grant temporary registration for the duration of the Post Graduate course limited to the medical college/institution to which he/she is admitted for the time being exclusively for pursuing postgraduate studies. Provided further that temporary registration to such foreign national shall be subject to the condition that such person is duly registered with appropriate registering authority in his own country where from he has obtained his Basic Medical qualification, and is duly recognized by the corresponding Medical Council or concerned authority.”

Note:

- Some of the Universities/Institutions are having regulations that candidates who are already pursuing the PG Course in their University or in another University are not eligible for admission till they complete the course. The candidates who are already pursuing PG Courses either through All India Quota or State Quota and are applying for a seat under All India Quota/State quota seats may confirm the eligibility conditions of that University in this regard. NBE/ MCC/ MoHFW shall not be responsible if such candidates are refused for admission. Such candidates may opt for the subject and the college at their own risk and cost.

- A candidate can submit his/her online application form and appear for NEET-PG 2020 only once for admission to the academic year 2020-2021. Candidates submitting multiple application form will not be allowed to appear in NEET-PG.

- Registration with M.C.I. / State Medical Council is necessary and its documentary proof should be furnished by the candidates on the day of examination and at the time of counseling/admission.

Candidates remaining absent from the examination or ineligible will forfeit their examination fee. Candidates are advised to read the rule position carefully and satisfy the terms and conditions for fulfillment of eligibility criteria before proceeding for payment of fees.

Note: Fee shall neither be refunded nor carried forward if the application for NEET-MDS is rejected/ineligible or candidate is unable to appear in the examination.

Admit Card and Test day Documentary Requirements

Admit Card and Test day Documentary Requirements:

  • The examination shall be conducted on 5th January, 2020. It will be a single day exam conducted in a single session.
  • At the time of online submission of application form, candidate will be required to choose the city in which he/she wants to take the test. The choice of city will depend on availability of the test centres in a particular city and the allotment shall be done on first come first serve basis.

In case testing seat is not available in the State in which you prefer to appear in NEET-PG 2020, you can choose the option Others from the list of States at the time of selection of the State during online submission of application form.

NBE will make all efforts to ensure that the candidate is allotted a testing centre in the State of correspondence address of the candidate. In case testing seat is not available in the concerned State due to logistic, administrative and other reasons, testing centre in a nearby State shall be allocated. Such candidates shall be informed about their testing city within 15 days of the close of the registration window.

Note: Candidates will be informed regarding their test venue approximately 7 days before the examination day

  • Requests for change of testing centre/ city shall not be entertained. Candidates are advised not to canvass for the same.
  • At the end of online submission of application form, the candidate will get a computer-generated acknowledgment at the registered email id of the candidate.
  • Candidates are required to download their admit card from the website and affix their latest passport size photograph in the space provided on the admit card. Admit card will not be sent to the candidates by Post.
  • The photograph should have the following specifications:

Specifications for Photograph

a. A photograph of minimum 35x45 mm with at least 75% coverage of face & head of the candidate.

b. A caption indicating name of candidate and date of capturing photograph should be there at the bottom of photo.

c. Background of the Photograph: white

d. The photograph needs to display full front view of the face. Please look directly into the camera with a neutral expression.

e. Please avoid photograph with reflection or shadow on the face with red eyes.

f. The photograph needs to be printed on a high-quality paper with at least 600 dpi resolutions.

g. The colours must possess the natural appearance and skin tone.

h. The photograph must not have kinks, scratches and stains

Candidates Must bring to the test centre the following documents:

Unfair means case shall be registered against the candidates submitting false/forged documents:

a. Printed copy of the Admit Card with Photo of the candidate pasted on it.

b. Photocopy of Permanent / Provisional SMC/MCI registration,* to be retained by the test centre

c. Any one of the authorized photo IDs (must be original, valid and non-expired)

* Indian/OCI citizen who have obtained their Primary Medical Qualification outside India and do not have SMC/MCI registration should bring their original screening test pass certificate issued on NBE letterhead.

Foreign Nationals who are desirous to appear in NEET-PG are required to bring their passport (original & valid) to the test centre along with any other documents as a proof of they being a medical practitioner in their country.

Test Centre Location: Exact address and location of the test centre shall be indicated in the admit card. Candidates are advised to familiarize themselves with the test centre locations at least one day prior to the examination day and ensure that they report for the test as per scheduled time only. Candidates are required to plan their travel accordingly.

  • All candidates at the centre shall be frisked by security guards and biometric information shall be captured.
  • Identity checks will be made upon arrival at the test centre to ensure that there are no unauthorized candidates appearing for the test. Candidates are required to cooperate with the security checks.

Security at the Test Centre:

Candidates will not be allowed to take the following items inside the examination center under any circumstances. All the candidates will be subjected to compulsory frisking before entering the examination center:

a. Any stationery item like textual material (printed or written), notes, Plastic Pouch, Calculator, Pen, Writing Pad, Pen Drives, Eraser, etc.

b. Any electronic device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager, wrist watch/Health Band, Calculator, Electronic Pen/Scanner etc.

c. All ornaments like bracelets, Ring, Earrings, Nose-pin, Chain/Necklace, Pendants, Necklace with pendants, Badge, Brooch etc.

d. Other items like Wallet, Goggles, Handbags, Belt, Cap etc.

e. Any eatable item opened or packed, soft drinks, water bottle etc.

f. Any other item which could be used for unfair means, for hiding communication devices like wireless/Bluetooth device, spy camera etc.

Instructions for filling Application Form

Instructions for filling Application Form:

  • Online submission of application form for NEET- PG 2020 for admission to MD/MS/ PG Diploma courses for 2020 session is available at website www.nbe.edu.in
  • Online submission of application form for NEET PG- 2020 begins on 1st November 2019 from 03:00 PM onwards. The last date for submission of online application form is 21st November, 2019 (11:55 PM)
  • Candidate may note that there is no option for submitting the form other than the online mode, offline applications or printed copies will not be accepted.
  • Candidates are advised to go through the instructions given before proceeding to fill up the online application.

At the end of online submission of application form, the candidate will get a computer-generated acknowledgement. This acknowledgment shall also be sent at the registered e-mail ID of the candidate. All fields marked * in the online application form are mandatory.

  • Candidates must preserve hard copy of application form for future reference. Information such as personal details, educational qualification etc. provided by the candidates in the online application form shall be treated as correct and NBE will not entertain, under any circumstances, any request for change in the information provided by the candidates. The option of editing certain information entered in the application form shall be available to the candidates after the last date of online submission of application form for a period of 3-5 days.

NBE does not edit/modify/alter any information entered by the candidates at the time of online submission of application form under any circumstances.

Online Submission of Application Form

Steps in online submission of application form:

The following sequence shall be observed while filing the online application form:

a. Fill the registration form for obtaining User ID and Password.

b. User ID and Password will be sent through SMS and Email ID.

c. Fill the application form and Upload your photograph & signature.

d. Choose your Test City.

e. Submission of fees.

f. Take a print out of the filled Application form with Transaction ID printed on it.

Reservation

Reservation:

- For counseling to be conducted by DGHS:

For information regarding reservations in institutions for which counseling shall be conducted by DGHS, please visit Medical Counseling Committee website www.mcc.nic.in There shall be a reservation of 15% for the candidates of the Scheduled Castes (SC), 7.5% for the candidates of the Scheduled Tribes (ST) and 27% for the candidates of the Other Backward Classes (OBC) as per statutory provisions and applicable rules. The OBC reservation at 27% is only in Central Government Institutions/Central Universities only for Non-cream layer and as per Central list of OBC.

- For States/Union Territories - 50% State Quota Seats and Private Dental Colleges/Institutes/Universities/Deemed Universities

a) Reservation policy and guidelines applicable in different States/Union Territories of India will be followed for the respective State /Union territory quota seats.

b) NBE shall be providing only the data of candidates and the marks scored by them in NEET-PG to the State Governments / Counseling Authority without applying the reservation prevalent in the concerned States/Private Dental Colleges/ Institutes/ Universities. The merit list and category wise merit list for the concerned State shall be generated by the State themselves as per applicable Regulations, qualifying criteria, applicable guidelines and reservation policies.

- For Armed Forces Medical Services Institutions

a. Candidates opting for admission to MD/MS/PG Diploma seats in Armed Forces Medical Services (AFMS) Institutions shall select the following option in the NEET-PG 2020 online application form: Are you willing to opt for PG Courses in Armed Forces Medical Services -Yes/ No?

b. There is no reservation of seats for SC/ST/OBC/PH candidates in the Armed Forces Medical Institutions.

c. For counseling to AFMS Institutions, the candidates should register on MCC website (www.mcc.nic.in).

Note: A candidate who has failed to secure the minimum percentile as prescribed in these regulations, shall not be admitted to any postgraduate courses in any academic year.

Minimum 5 % seats of the annual sanctioned intake capacity shall be filled up by the candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016.

Eligibility Criteria:  

The eligibility criteria for participation in counseling towards allotment of PG seats conducted by DGHS or State Counseling Authority shall be in accordance with Post Graduate Medical Education Regulations (as per latest amendment) notified by MCI with prior approval of MoHFW, Govt. of India.

Date of Declaration of Result:

The result for NEET-PG 2020 will be declared by 31st January 2020.

Validity of NEET-PG 2020 Result:

The validity of the result of NEET-PG 2020 shall be only for the current admission session i.e. 2020 admission session for MD/MS/PG Diploma courses and cannot be carried forward for the next session of admissions for MD/MS/PG Diploma courses.

Tie Breaker Criteria:

In the event of two or more candidates obtaining same marks, the merit position shall be determined using following tie breaker criteria in descending order:

1. Candidate who has lesser number of incorrect responses in the overall paper (Part A + Part B+ Part C) shall be placed at higher merit position.

2. Candidate with higher score in Part C of the question paper shall be placed at higher merit position.

3. Candidate who has lesser number of incorrect responses in Part C of the paper shall be placed at higher merit position.

4. Candidate obtaining higher marks in Part B of the question paper will be placed at a better merit position.

5. Candidate having lesser number of negative responses in Part B of the question paper will be placed at a better merit position.

6. Candidate obtaining higher marks in Part A of the question paper will be placed at a better merit position.

7. Candidate having lesser number of negative responses in Part A of the question paper will be placed at a better merit position.

8. Older candidate will be placed at a better merit position.

 

Type of Merit Lists:

a) NEET-PG 2020 rank: This is the overall merit position of the candidate amongst all the candidates who have appeared in the NEET PG 2020

b) All India 50% quota rank: This is the overall merit position of the candidate amongst all the candidates who have appeared in the NEET PG 2020 and are eligible for All India 50% quota counseling and is valid only for All India 50% quota MD/MS/Post Graduate Diploma Courses (2020 admission session).

c) All India 50% quota Category Rank: This is the overall merit position of the candidate in the category (OBC/SC/ST) as opted by the candidate in the NEET – PG 2020 amongst the candidates of the same category who are eligible for All India 50% quota counseling and is valid only for All India 50% quota MD/MS/Post Graduate Diploma Courses.

Result for All India 50% Quota seats:

a) The result for NEET-PG 2020 will be declared by 20thJanuary 2020. The mark sheet-cum-result certificate for NEET-PG 2020 examination – All India 50% Quota can be downloaded from the website www.nbe.edu.in after the declaration of result.

b) The result of only those candidates who will be eligible to participate in the All India 50% quota counseling 2020 based on eligibility criteria provided by Medical Counseling Committee and Directorate General of Health Services / MoHFW shall be declared under the All India 50% Quota list.

c) It is hereby clarified that a candidate may be eligible for admission to PG Medical Courses as per criteria mentioned in para 14.1 but is not in the list of candidates eligible for counseling for All India 50% quota seats based on eligibility criteria provided by MCC/DGHS/MoHFW.

Such candidate is however eligible to be considered for counseling for State quota seats in accordance with applicable regulations, qualifying criteria, applicable guidelines and state reservation policies.

d) There is no provision for rechecking/re-evaluation/re-totalling of the result/marks and no query in this regard will be entertained.

 

Result for State Quota seats:

a. State quota seats in All Medical Institutions in a State and seats in institutions established by State Govt., Universities established by an Act of State/Union Territory Legislature, Municipal Bodies Trust, Society, Company or Minority Institutions shall be filled by utilizing the list of NEET-PG. No state government / private medical college/ universities including the states of Andhra Pradesh, Telangana and Jammu & Kashmir shall be conducting any entrance exam at their own level.

b. NBE shall be providing only the data of candidates and their marks in NEET-PG 2020 to the State Government/Counseling Authority without applying eligibility criteria, reservation criteria etc of the concerned states. State quota rank, state category rank, benefit for Inservice candidates, rural posting (if applicable) etc shall be determined/ generated by the designated agency/ authority of the concerned States/UTs/concerned authority as per applicable Regulations, eligibility criteria, guidelines and applicable reservation policies.

c. NBE shall not be preparing the merit list for any State quota seats / Private Medical College / Universities.

d. Different states have different eligibility criteria and reservation policies. State Government / Counseling authorities are requested to create their own application form customized to their requirements to determine the eligibility of the candidates for opting for seats in the concerned state based on their eligibility criteria, reservation policies, benefit to in-service candidates, benefit to candidates who have undergone rural / difficult area postings.

Counseling for PG Courses

Counseling for PG courses:

The Merit Based Counseling for allotment of PG seats shall be in accordance with gazette notification dated 31.07.2017. As per the Gazette notification:

“The Designated Authority for counseling for the 50% All India Quota seats of the contributing States, as per the existing scheme for Diploma and M.D./M.S. courses shall be the Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India. Further, the Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India shall conduct counseling for all post graduate courses (Diploma, M.D./M.S., D.M/M.Ch) in Medical Education Institutions of the Central Government, Universities established by an Act of Parliament and the Deemed Universities.

The counseling for admission to Diploma and M.D./M.S. in all Medical Educational Institutions in a State / Union Territory, including, Medical Education Institutions established by the State Government, University established by an Act of State / Union Territory Legislature, Municipal Bodies Trust, Society, Company or Minority institution shall be conducted by the State/Union Territory Government.

Admission to Armed Force Medical Services Institutions

Admission to Armed Force Medical Services Institutions:

- Candidates opting for admission to MD/MS/PG Diploma seats in Armed Forces Medical Services (AFMS) institutions shall select the following option in the NEET-PG 2020 online application form:

Are you willing to opt for PG Courses in Armed Forces Medical Services institutions - Yes/ No

- AFMS will publish a separate notification with detailed instructions mentioning eligibility criteria and admission procedure for MD/MS/PG courses at AFMS institutions & will be available on Medical Counseling Committee (MCC) website under aegis of DGHS. The candidates desirous for admission to AFMS institutions will have to go through the notification & apply accordingly on the website to be considered for admission after declaration of NEET-PG result.

- The candidates eligible to participate for allotment of PG seats in the AFMS institutions in order of preference are as follows:

• Serving Officers of the AFMS

• Govt. sponsored candidates from Friendly Foreign Countries

• Paramilitary / Gol sponsored officers

• Ex-Short Service Commission officers of the AFMS

• Civilians (will have bond liability to serve AFMS)

- Reservations

There is no provision of reservation of seats for SC/ST/OBC/PH in the AFMS institutions conducting PG courses.

NEET PG for DNB Courses

NEET PG for DNB Courses:

The merit list of NEET-PG 2020 shall be utilized by National Board of Examinations for admission to various Post MBBS DNB courses. No separate DNB CET shall be conducted.

Eligibility Criteria:

Candidates who are in possession of MBBS degree/Provisional Pass Certificate recognized as per the provisions of the Indian Medical Council Act 1956 and possess permanent/ provisional registration certificate of MBBS qualification issued by the Medical Council of India/ State Medical Council and have completed one year of internship/likely to complete on or before 31st March, 2020 are eligible for admission to DNB courses through merit based counseling conducted by NBE utilizing the merit list of NEET-PG 2020.

Candidates already pursuing a DNB course are not eligible for admission in DNB Course till such time they have completed the entire duration of the prescribed course or have been discharged from the course. Candidates who have joined DNB Broad Specialty course in or after January 2018 admission session are not eligible for admission to January 2020 session. This shall be irrespective of their resignation or discontinuation from the course due to any reason.

Reservation in DNB Courses:

NBE does not own or control any of its accredited hospitals. NBE neither employs the candidate nor makes any payment /stipend to the candidate. Reservation status of DNB seats at a particular Institution / medical college is provided by the respective institution only based on the roster maintained by the concerned institution. NBE does not own, possess or fund any seat. Reserved seats will be allotted to the concerned category candidates only. Candidates of reserved category can OPT for either reserved seats earmarked for them or unreserved seats in order of their merit.

Allotment of Seats:

The allotment of seats will be done by NBE based on NEET-PG 2020 marks and merit position.

NBE will publish a separate information bulletin for admission to Post MBBS DNB courses.

NEET PG Exam Day Guidelines

NEET PG Exam Day Guidelines:

Candidates are advised to reach the exam centre at least an hour prior to the examination.

It is mandatory for all the candidates to go through the security procedures,
Electronics such as calculators, smartwatch, pagers, etc. are prohibited in the exam hall.

Candidates are advised not to carry bags, books, pens, pencil boxes, writing pad, etc. to the exam centre. These items are banned inside the examination hall and the centre will not have provisions to keep these.

NEET PG 2020: Frequently asked questions:

Question: When will the registration for NEET PG 2020 counselling begin?

Answer: Online registration for the first round of NEET PG counselling 2020 will begin on March 12. Candidates who wish to apply for the counselling process of AIQ seats can apply for up to March 22.

Question: Is it mandatory to download the score card for NEET PG 2020 to apply for the counselling?

Answer: Yes, candidates must keep the score card handy while applying for NEET PG 2020 counselling.

Question: I have scored less than the qualifying percentile. Can I apply for NEET PG 2020 counselling?

Answer: No, only those candidates who have qualified NEET PG 2020 can apply for the counselling process. However, if the qualifying cut off for this year is reduced by MCC in future (during the mop-up round), you can then participate in the counselling process.

Question: Will NEET PG counselling be conducted in offline mode? Do I have to report at the venue for counselling?

Answer:  No, NEET PG 2020 counselling will be conducted online. All formalities, up to the seat allotment, will be conducted online. However, candidates who have been allocated a seat will have to report to trhe allocated institute for confirmation of the admission.

Question: My NEET PG 2020 result has been withheld. What does it mean?

Answer:  NBE can hold back the results of the candidates who have not submitted the mandatory documents along with their applications. Such candidates will not be eligible to participate in the counselling of NEET PG 2020. 

Question: Is NEET PG being scrapped?

Answer: Yes, with the implementation of the NMC Act, NEET PG will be replaced by the National Exit Test. But it is expected to be implemented from the academic year 2021-22. Till then the admission to MD/MS courses will continue to be via NEET PG.

Question: I want to take admission to DNB post-MBBS course. Which exam should I give?

Answer: DNB CET examination has been scrapped. Admission to the DNB post-MBBS courses will also be using the NEET PG 2020 scores.

Question: How many institutes will participate in NEET PG 2020?

Answer: The number of colleges/Institutes participating in NEET PG 2020 is expected to be around 114. But, the scores of NEET PG are widely accepted and thus the total number of colleges accepting the scores of NEET PG 2020 will differ.
